Seven Armed Opposition Forces Issue Founding Proclamation Establishing Tsemdo Alliance for Survival

Seven Ethiopian opposition forces and armed groups announce a unified political-military coalition aimed at establishing an inclusive transitional administration

(Nairobi, Kenya) — Seven armed groups and political parties operating across multiple regional states of Ethiopia officially announced the formation of a unified political-military coalition named the “Cooperation of Ethiopian People’s Forces for Survival.” The coalition aims to topple Prime Minister Abiy Ahmed’s government.

Broadcast on Sunday through regional media outlets in Tigray, the announcement outlines a shared strategy among member organizations to establish an inclusive transitional administration to succeed the ruling Prosperity Party.

Zemene Kasse, Chairman of the Amhara Fano National Movement (AFNM), delivered the joint statement via video address. Introduced as the convenor and head of the coalition—referred to as “Alliance for Survival” or locally as “Tsimdo“—Zemene detailed the joint initiative following approximately eight months of cross-regional political consultation.

The alliance brings together insurgent elements and political fronts from across northern, western, and eastern regional states:

• Amhara Fano National Movement (AFNM)
• Tigray People’s Liberation Front (TPLF)
• Oromo Liberation Army (OLA)
• Ogaden National Liberation Front (ONLF)
• Afar National Unity Revolutionary Front
• Benishangul Peoples’ Liberation Movement
• Gumuz Peoples’ Democratic Movement

While the coalition statement sets out an overarching goal of political transition, constituent member groups have characterized the nature of the alliance differently. In subsequent communications, leadership elements of the Oromo Liberation Army (OLA) clarified that their involvement represents a procedural consensus to open up political space rather than a binding, unified military command.

Before the official announcement, federal authorities and Prime Minister Abiy Ahmed have rejected the alliance, describing the coalition as an “opportunistic gathering of disparate anti-government entities.” 

The Ethiopian National Defense Force (ENDF) continues its military campaigns in several parts of Ethiopia. However, it is the Amhara region of Ethiopia that has been the focus of the military operation over the past three years. 

The Federal government has not yet released a formal statement in response to the opposition announcement.
