(Nairobi, Kenya) — United States Secretary of State Marco Rubio characterized internal armed entities fighting federal forces as separatist organizations and explicitly categorized recent drone strikes targeting infrastructure near Addis Ababa as acts of terrorism.

Addressing current security dynamics across the Horn of Africa, Secretary Rubio confirmed that Washington acknowledges the severe security challenges facing the Ethiopian government as it responds to insurgent and separatist operations. Firmly condemning the drone attacks against the capital, the Secretary emphasized that international counter-terrorism principles support state security efforts while cautioning that military counter-responses must be carefully calibrated to avoid regional spillover.

The Secretary highlighted that armed separatist attacks and subsequent state responses have directly contributed to a significant military buildup and troop surge along the Ethiopia-Eritrea border corridor. Expressing heightened concern over the border concentration, Rubio warned that reciprocal troop deployments risk escalating localized hostilities into a broader regional war involving neighboring states.

Clarifying recent diplomatic actions, Secretary Rubio explained that Washington‘s decision to ease targeted minor arms restrictions was intended to enhance its role as an impartial peacemaker and mediator by maintaining open communication channels with both sides, asserting that the policy adjustment bears no direct connection to active battlefield developments. While acknowledging that the United States historically maintained limited engagement with Asmara, he noted that diplomatic exchanges with Eritrean authorities have increased in recent months alongside close ties with Addis Ababa.

Confirming personal consultations with Prime Minister Abiy Ahmed, Secretary Rubio reiterated that while Washington understands Ethiopia’s security imperatives, state counter-measures must remain measured and balanced to prevent wider regional destabilization, concluding that global stability cannot accommodate another major conflict.
