Ethiopia, Tigray: Regional Decree Imposes Penalties for Draft Evasion and Related Offences

Nairobi, Kenya – A new regional decree titled “Proclamation to Ensure the Survival and Security of the People” has been issued in Ethiopia’s Tigray region days after a reported drone strike.

The decree, signed and sealed by regional president Dr. Debretsion Gebremichael and seen by our media unit, introduces strict penalties related to the enforcement of defense obligations and actions that obstruct them.

It states that any native of Tigray who is of eligible age and in good health has a legal duty to respond to military conscription when called. Individuals who fail to fulfill this obligation face a financial penalty ranging from 10,000 to 50,000 Birr. The decree also makes clear that payment of the fine does not exempt a person from the duty to serve.

In addition, the decree provides that those who discourage citizens from joining the military, spread anti-draft messages, or hide deserters will face up to five years in prison. It further states that individuals using media outlets to carry out such activities may face up to 25 years of severe imprisonment.

Recent developments have fueled concerns that the months-long tension between the TPLF and the federal government is moving toward further escalation. Federal government drone strikes in areas bordering Tigray and Eritrea, along with extensive military preparations by the TPLF, have been cited as indicators of a possible major conflict in the region.

Months ago, the TPLF chairman, who recently openly remarked about impending devastating war, commented on the growing number of young people leaving the region for Addis Ababa and attempting to cross the border, saying, “You cannot escape from Prosperity’s prison.”

The newly issued decree also outlines legal penalties for individuals who attempt to flee the situation in the region.
