Congressional Leaders Urge Full Adherence to 2022 Peace Agreement and Condemn Attacks on Humanitarian Transport

(Nairobi, Kenya) — Three members of the United States Congress issued a joint statement expressing deep concern over intensifying military conflict across Ethiopia and calling on all combatant parties to immediately halt hostilities and resume peaceful negotiations.
Representatives Ilhan Omar, Jim McGovern, and John Garamendi urged full adherence to the 2022 Pretoria Peace Agreement on October 2, 2026, highlighting growing threats to civilian safety and regional stability.
The lawmakers highlighted the escalating military operations across northern Ethiopia, specifically pointing to a recent attack by Ethiopian military forces on a humanitarian transport vehicle in the Tigray Region as particularly alarming.
The congressional statement noted that while the 2022 Pretoria Accord established commitments to safeguard civilians, guarantee unimpeded humanitarian relief access, and implement comprehensive transitional justice measures, current conditions demonstrate that key provisions of the agreement remain unfulfilled.
The lawmakers warned that expanding combat operations threaten national and Horn of Africa stability, compounding existing tensions following the previous northern Ethiopia war and ongoing civil strife in neighboring Sudan. Emphasizing that innocent civilians continue to bear the primary brunt of military escalation, the members stated that the Ethiopian public deserves lasting peace and accountability.
The statement called on regional neighboring states and international partners to launch proactive diplomatic measures to de-escalate military tension. Additionally, the representatives urged the U.S. Department of State to engage assertively with all conflict parties, take decisive action to curb attacks, and ensure individuals responsible for human rights violations face justice.
