Obstacles to a Peaceful Resolution of the Wolkayit, Setit-Humera, and Raya Alamata Dispute

Historical Context of Wolkayit, Setit-Humera, and Raya Alamata

The Wolkayit, Setit-Humera, and Raya Alamata regions of Ethiopia have long been at the center of territorial disputes. Historically, these areas were administered under the Amhara region until the Ethiopian People’s Revolutionary Democratic Front (EPRDF), led by the Tigray People’s Liberation Front (TPLF), came to power in 1991. During this period, the TPLF annexed these areas into the Tigray region, allegedly to advance its economic and political interests. Reports suggest that this annexation was supported by certain Western countries, further complicating the situation.

Challenges to a Peaceful Resolution

Efforts to peacefully resolve the territorial dispute have been hindered by key stakeholders, including political actors, humanitarian organizations, and international partners. Instead of fostering a balanced resolution, these stakeholders have exacerbated tensions through political maneuvering, biased aid distribution, and conflicting interests.

Displacement and Humanitarian Concerns

As of July 4, 2024, approximately 4.5 million people are displaced across Ethiopia, with significant numbers in the Somali, Oromia, and Tigray regions. According to Tigray’s interim regional administration, nearly one million displaced individuals remain unable to return to their homes. The contested territories remain a focal point of displacement and humanitarian concern.

However, rather than addressing the needs of all displaced populations impartially, some humanitarian organizations have been accused of taking a partisan stance. Their efforts to push for the return of the territories to Tigray’s administration have fueled further division and undermined trust in international aid.

TPLF’s Political Strategy and Its Impact

Despite a decline in power and popularity, even within Tigray, the TPLF continues to leverage the territorial dispute as a political tool. The group has used the issue of Wolkayit and Raya Alamata not only to push for the return of internally displaced persons (IDPs) but also to maintain its political relevance. Furthermore, the TPLF has resisted the demobilization of its forces, despite commitments made in the Pretoria peace agreement, using the territorial dispute as justification.

Critics argue that this approach is part of a broader survival strategy, backed by certain humanitarian and development partners as well as sections of the international diplomatic community. Some observers believe that biases and misinformation against the Amhara people and Orthodox Christians contribute to the continued support for the TPLF’s position. Additionally, the TPLF benefits from influential global advocates who amplify its claims.

The Role of Humanitarian and Development Partners

Humanitarian and development organizations have been accused of pressuring the Ethiopian federal government to restore the contested areas to Tigray’s administration, rather than focusing on providing impartial aid to displaced populations. The Amhara regional government has firmly stated that returning these areas to Tigray is non-negotiable, emphasizing their historical ties to Amhara before 1991. Many within the Amhara community strongly support this stance, viewing any territorial reconfiguration as a red line.

Pathways to a Peaceful Resolution

  1. Ensuring Impartial Humanitarian Aid: Humanitarian and development partners must refrain from political interference and focus on neutral aid distribution. Assistance should be directed toward all displaced populations based on need rather than political considerations.
  2. Commitment to Political Dialogue: Given the complexity of the situation, a military solution is not viable. Stakeholders must engage in inclusive political negotiations to find a lasting resolution.
  3. Halting Aggressive Territorial Claims: The TPLF should abandon efforts to reclaim disputed territories through force, as such actions only deepen tensions. The Tigrayan population has a critical role to play in advocating for a peaceful settlement.
  4. Federal Government Transparency: The Ethiopian federal government must adopt a clear and neutral stance, ensuring that territorial disputes are not used for political leverage.

A sustainable resolution requires a balanced approach—one that respects historical realities, understands the changing power dynamics and the complexity of the issues (identity and territorial), prioritizes humanitarian and development needs, and fosters genuine dialogue. The involvement of external stakeholders should be constructive rather than divisive, ensuring that the pursuit of peace is not hindered by political agendas. Only through diplomatic engagement and equitable governance can a lasting solution be achieved for the contested areas of Wolkayit, Setit-Humera, and Raya Alamata.
