Toronto – The National Bank of Ethiopia (NBE) on Monday announced another reform to the market based forex regime – which was introduced in the country in July 2024.
The reform is labeled as “Amendment to FX Directive No/ FXD/01/2024. The amendments seems to be informed by deregulation principle – laxing National Bank requirements in a way to give room for commercial banks to handle matters related to Letter of Credence.
One of the new changes is that Banks are now authorized to approve Letter of Credence (CL) on their own without the need for approval from the National Bank of Ethiopia. This pertains to institutions holding foreign currency accounts, and retention accounts holders.
The amendment also authorized banks to approve cash against documents “on acceptance for institutions holding foreign currency accounts, and retention accounts holders. Again, no requirement for prior NBE approval.
The third key amendment reads “Institutions holding foreign currency accounts, including retention account holders, may order or initiate shipment of goods under Cash Against Documents arrangements without prior approval of Banks. Payments processing shall be subject to the submission and verification of the required documents.”
Economists in the country are yet to remark on the latest reforms from the national bank of Ethiopia. Corruption remains the biggest challenge in the country. It remains to be seen if the new deregulation is not opening another window for corruption. From recent reports major state enterprises including that was entrusted in Petroleum matters in the country.
The NBE has also introduced changes to the free structure for LC by commercial Banks. It will be on an annual basis and applied to “pro-rate in accordance with the tenor of the respective Letter of Credit. Another new key regulation in this area is that the fee “Shall not exceed the maximum limit previously set by the national bank of Ethiopia.
NBE stated that it has been making a series of reforms to strengthen “efficiency and transparency” of the forex market, and to align it with “international best practices.”
