Toronto – Ethiopia and Italy held discussion on ways of enhancing bilateral cooperation.
It was held in Addis Ababa between Ambassador Berhanu Tsegaye, State Minister for Foreign Affairs, and the Italian Ambassador to Ethiopia, Sem Fabrizi who is also Italian Ambassador to South Sudan.
Among the areas identified for enhancing cooperation on the part of Ethiopia is capacity building in the Ministry’s Institutional Reform Program.
It is a three years program which was launched last month and lasts for three years between 2026 and 2028.
According to information from government sources, upgrading internal systems, improving efficiency, and creation of a conducive working environment are focus areas of the program. Human resource development – apparently the diplomatic staff, not the support staff – is another focus for the program.
Why Italy? The ministry believes that Italy has “extensive experience” in the area.
“Recognizing Italy’s extensive experience in the field, the two sides agreed to further enhance collaboration in institutional capacity building and human resource development,” the Ministry stated in its news release published on its social media page this week.
The extent to which Italy is involved in the program or whether the collaboration involves scholarship programs in the area is unspecified.
The Italian Embassy in Ethiopia has not released a statement about it at the time of this writing.
Ethiopia and Italy have over 130 years of diplomatic relations. There has been noticeable effort to further strengthen the relation between the two countries. Notably, Ethiopia’s Minister for Finance led a high level delegation to Italy in March this year (detail is here).
Ethiopia’s Ministry of Foreign Affairs has been widely criticized for dumping career diplomacy based appointments to diplomatic missions in favor of political appointments. The practice has been in place at least since the TPLF era Ethiopia. It has been customary to assign politicians of the ruling party to diplomatic posts and usually it was meant to be a sort of demotion.
