Ethiopian Parliament to Take Legal Action Against Institutions with Repeated Audit Findings

ADDIS ABABA, ETHIOPIA – Ethiopia’s House of People’s Representatives Speaker, Tagesse Chafo, announced that legal measures will be taken against institutions with persistent audit discrepancies in the upcoming 2018 Ethiopian budget year, following parliamentary procedures. The announcement came during the Parliament’s 39th regular session of its 4th year of term on Sene 17, 2017 EC (June 24, 2025 GC).

During the session, Federal Auditor General Meseret Damte presented the 2016 budget year audit report for federal government offices, which was followed by extensive discussion among Members of Parliament.

Speaker Tagesse, in his concluding remarks, emphasized the existence of a system to hold accountable institutions that repeatedly show audit findings and fail to take corrective measures. He urged the Parliament’s standing committees and stakeholders to plan and work towards taking legal action in the upcoming 2018 budget year, adhering to established procedures.

He further stressed that other standing committees, coordinated by the Parliament’s Standing Committee on Government Expenditure Management and Control Affairs, should include the evaluation of audit findings in institutions within their plans.

The Speaker stated that based on the comprehensive assessment conducted by the standing committees and other stakeholders, “legal, political, and administrative measures” will be taken against institutions that do not implement audit corrections.

The Federal Auditor General’s report to Parliament revealed that institutions made purchases exceeding 404.7 million Birr without following proper guidelines.

Auditor General Meseret specifically stated in his report that “more than 404.7 million Birr in purchases that did not follow the government’s procurement proclamation, regulations, and directives were found in 70 federal institutions and their 7 branch offices.”

Among the institutions that made purchases without following guidelines, Auditor General Meseret Damte mentioned the Ministry of Culture and Sports, the Ministry of Water and Energy, and the National Rehabilitation Commission. Arsi University and the Medium Taxpayers Branch Office No. 2 of the Ministry of Revenues were also identified among these institutions.
