Toronto – The Tigray Region of Ethiopia is saying that the Federal government has not transferred budget to the region for over two months.
Hansa Teklay, the region’s head of Plan Commission, has reportedly told BBC Amharic the Federal government has not released a budget for two months.
18.8 billion birr budget for the 2018 Ethiopian fiscal year. It was getting 844 million birr for the capital budget on a monthly basis. In addition, the Federal government has been sending subsidies and another transfer in the post-war Tigray.
The amount of subsidies and money allocated in connection with the post war situation is unspecified.
No explanation has been given why the Federal government suspended budget release. BBC Amharic said it reached out to the Ministry of Finance but it was not a success.
Hansa Teklay is cited as saying the regional government has reached out to the Federal government seeking an explanation as to why the budget was suspended.
Two billion birr released in October was recalled, BBC cited letter that was circulating on social media the authenticity of which is confirmed, by the National Bank of Ethiopia on grounds of “mistakes that need to be corrected.”
Why it took the government two months to make corrections and release the budget is unexplained.
Hansa Teklay says the reason could be speculated.
This week, Tadesse Worede, Interim President of the region, said “the region has reached a point of not being able to pay monthly salaries to workers.”
Suspension of the budget has impacted public service delivery. As well, the region has been unable to collect.
The ruling prosperity party has been making accusations that federal budget transfer to the region has been spent on the TPLF forces under the leadership of Debretsion Gebremichael.
At the end of the two years bloody war, the TPLF had reported over 250,000 forces.
The Federal government has alleged that TPLF has been training more forces to start another round of war in alliance with Eritrea. Eritrea has been denying the allegation.
The TPLF has been facing resistance from political forces within the Tigray region itself. A section of the armed forces that was organized as “Tigray Defense Force” broke away in a “stated opposition.” It has organized itself as “Tigray Peace Force” and is allegedly supported by the ruling Prosperity Party.
