Second Peace Delegation to Mekele: Steps Toward De-escalation Between Federal Government, TPLF

Addis Ababa, Ethiopia – A delegation of over 50 people, including elders, Aba Geda, and businessmen from all 12 of Ethiopia’s regions and two city administrations, has reportedly traveled to Mekelle.

According to regional media, the delegation aims to resolve the dispute between the federal government and Tigrayan forces by engaging in discussions with the interim administration of the Tigray region, political party leaders, religious fathers, and representatives of civil societies.

This is the second time in less than a month that a peace effort of this kind has been made  to peacefully resolve the disagreement that resulted from the conflict that is said to have claimed nearly one million lives. 

Two weeks ago, a delegation of 21 religious leaders and some elders were in Mekelle, the capital of Tigray, with the aim  to de-escalate tensions between the federal government and the TPLF. The group met with Tigray Interim Administration President Lt. Gen. Tadesse Worede and other regional officials to discuss the implementation of the Pretoria Peace Agreement.

Two days after their visit to Mekelle, the religious leaders and elders held high-level talks with Prime Minister Abiy Ahmed on July 18th. The Prime Minister later shared details on his official social media, describing the discussions as “in-depth.” The talks focused on Tigray’s post-conflict recovery, the return of displaced persons, economic reconstruction, and the fragile peace process. He emphasized that both sides had reached a “common understanding” on key issues and reaffirmed their “commitment to dialogue” as the only sustainable way forward.

Though the Pretoria Agreement initially seemed to have ended active war between the federal government and the TPLF, the two powers have since been in a state of heightened tension. It is notable that the Tigray People’s Liberation Front (TPLF) has alleged that the Ethiopian Federal Government is threatening a new invasion of Tigray, a move the group warns is increasing “fear and anxiety” among the region’s citizens.

 Prime Minister Abiy Ahmed in his July 3, 2025, parliamentary address, stated that the federal government was committed to peace despite persistent difficulties and “misguided” expectations of foreign intervention. He called on religious leaders, diplomats, and elders to help defuse tensions.

A week ago, Field Marshal Berhanu Jula, Chief of Staff of the Ethiopian Defense Forces, stated that the Tigray People’s Liberation Front (TPLF) is armed with heavy weaponry. He alleged that the TPLF was hiding heavy weapons and cautioned them to surrender the weapons. He also urged TPLF leaders to comply with the Pretoria Agreement and called for them to return to peace.
