Ethiopian Government Establishes Federal Caretaker Administration for Tigray Region

Office of the Prime Minister

By Staff Writer

(Nairobi, Kenya) — The Council of Ministers of the Federal Democratic Republic of Ethiopia has officially established a federal caretaker administration for the Tigray Region, exercising powers under Article 62(9) of the Constitution and Proclamation No. 359/1995 following a directive from the House of Federation.

The decision follows the military defeat of TPLF forces after a renewed cycle of hostilities in northern Ethiopia. State authorities declared that the interim administration is tasked with ending instability, re-establishing constitutional governance, protecting civilian rights to self-administration, and facilitating the region’s reintegration into the federal framework.

The newly established administration will govern the Tigray Region for a six-month transitional period. Operational priorities include rapidly restoring public security, rebuilding collapsed civil administrative structures from the regional to the kebele level, repairing war-damaged infrastructure, and accelerating the return of internally displaced persons. Additionally, the administration will oversee the disarmament, demobilization, and rehabilitation of regional armed groups in coordination with the Ethiopian National Defense Force, federal police, and local security forces, while preparing the region for inclusive, free, and fair elections.

Executive leadership appointments for the transitional administration are as follows:

Asefa Abrha Hagos has been appointed Chief Executive of Administration and Public Service
Dr. Teodros Aregay W/Selassie as Chief Executive of Economy and Reconstruction;
Brigadier General Gebre Egziabher Beyene Hailu as Chief Executive of Security and Peace
Redae Halefom W/Selassie as Chief Executive of Political and Public Organization;
Dr. Shishay Amare as Mayor of Mekelle.

Federal authorities emphasized that the caretaker administration will operate under direct federal supervision and policy guidance, focusing on basic service delivery, daily administration, and election preparations without entering into long-term strategic commitments prior to the formation of an elected regional government.
