Addis Ababa, Ethiopia – Ethiopia is engaging with the diplomatic community on critical climate finance in preparation for the Second Africa Climate Summit (ACS2). The Ministry of Foreign Affairs of Ethiopia announced yesterday that it hosted a “crucial consultation” with diplomatic and delegation missions to discuss global financial and technical support for the upcoming summit.
ACS2 is scheduled to take place at the Addis International Convention Centre (AICC), Addis Ababa, from September 8-10, 2025, under the theme “Accelerating Global Climate Solutions: Financing for Africa’s Resilient and Green Development.”
During the consultation, Dr. Gedion Timothewos, Minister of Foreign Affairs, “set a collaborative tone for the discussions,” which were reportedly “moderated” by Fitsum Assefa, Minister of Planning and Development. Discussions underscored Africa’s “disproportionate vulnerability” to climate change impacts, despite its minimal contribution to global greenhouse gas emissions.
The forum emphasized that African nations, including Ethiopia with its “Green Legacy” initiative, are “actively undertaking homegrown climate initiatives,” but these efforts “require substantial and equitable international financial and technological backing to achieve their full potential.”
Abas Mohammed, CEO at the Ministry of Planning and Development, presented a “comprehensive” concept note detailing the “Vision, Objectives, and Structure of ACS2.” According to the statement, this agenda “served as a direct call for accelerated financial and technical support, aiming to unlock grant-based climate finance and foster sustainable investment opportunities across the continent.” The consultation also stressed that “strong and continued partnerships are vital to ensure ACS2 delivers transformative outcomes for Africa’s resilient and green development.”
The Ministry of Foreign Affairs also announced that the Government of Ethiopia, in collaboration with the African Union, has launched the official website for ACS2.
Prime Minister Abiy Ahmed of the Federal Democratic Republic of Ethiopia extended a welcome message to participants of ACS2, stating, “This landmark gathering offers a vital opportunity to redefine Africa’s aspirations for a climate-resilient and prosperous future.”
In his message, Prime Minister Abiy further articulated, “Guided by Agenda 2063: The Africa We Want and rooted in the principles of multilateralism, ACS2 will highlight proven Africa-led climate solutions and the continent’s bold efforts to re-green its landscapes—laying the groundwork to effectively address the impacts of climate change and greener development.”
He added, “With African leadership at the forefront, we can shape fair, practical, and global climate actions. Together, we strive to foster a harmonized, interconnected, united, climate-resilient, prosperous, and greener Africa. We once again look forward to warmly welcoming you to Addis Ababa.”
Recalling the first Africa Climate Summit (ACS1), held in Nairobi, Kenya, from September 4-6, 2023, it brought together African leaders, global financiers, and climate experts to advance Africa’s leadership in climate action.
Key achievements of ACS1 included the launch of the African Climate Momentum initiative, the mobilization of over $20 billion in pledges for green growth and climate adaptation, and the adoption of the Nairobi Declaration, which advocates for increased investment in Africa’s renewable energy and carbon markets, among other priorities.
The upcoming ACS2 summit is anticipated to be a pivotal moment for Africa to reshape its role in the global climate finance landscape. The Summit is expected to provide an opportunity for an “African Leaders Addis Ababa Declaration on Accelerating Global Climate Solutions: Financing for Africa’s Resilient and Green Development.”
Among its high-level outcomes, ACS2 will seek to position Africa as a unified force to influence COP30, G20, and UNGA outcomes; drive concrete reforms to scale grant-based climate finance; showcase African-led climate solutions with potential for global impact; strengthen national and local systems and country platforms to manage and deliver climate finance; and build strategic partnerships to support just transition and climate justice across the continent.
