Aerial Bombardments Cause Multiple Casualties and Heighten Civilian Fears as Shifting Ground Dynamics Unfold Across Northern Zones

(Nairobi, Kenya) — A series of drone strikes targeting commercial establishments in Adwa and a displaced persons camp in Shiraro on the night of October 3, 2026, resulted in at least 17 deaths and extensive property damage across northern Tigray, according to local residents, hospital personnel, and humanitarian workers.
The strike in Adwa directly targeted the parking area of the Segen Hotel, impacting a vehicle before shrapnel tore through a ground-floor commercial area. Zerit Assefa, an employee at the Segen Hotel, described the strike as devastating, noting that nine individuals died immediately at the scene while two others succumbed to their injuries at a nearby hospital. Among the 11 casualties from the Segen Hotel strike were four women.
Additional drone strikes were reported on the same night against the Pan Africa Hotel and the Shewit International Hotel in Adwa’s Kebele 06 district. Local resident Liya Grimay, who operates a business adjacent to the Shewit Hotel, confirmed that while structural damage to the buildings was severe, no human casualties occurred at those two locations. Following the strikes, commercial activities in Adwa ground to a halt as local businesses closed due to ongoing security fears.
Concurrently, humanitarian personnel reported that a separate air strike targeted a displaced persons camp in the Shiraro area on Sunday night, resulting in eight deaths. The origin of the aircraft and the specific entities conducting the strikes remain unverified, and no official statement has been issued by the federal government regarding the air operations.
The aerial bombardments coincide with shifting ground dynamics across the Tigray Region. Following the entry of federal forces into the regional capital of Mekelle, basic services—including banking, telecommunications, and internet—have reportedly begun to restore, with daily activities gradually resuming in Mekelle and Maichew.
However, security concerns persist in surrounding zones. Eyewitnesses in Shire town report a temporary calm with no heavy military presence inside the urban center. Meanwhile, observers near Wuqro in the Eastern Tigray Zone report that Tigrayan forces are regrouping following their tactical withdrawal from major cities, raising concerns over potential renewed engagements along key transport corridors.
