Toronto – Debretsion’s led faction of the TPLF announced that Debretsion Gebremichael, chairman, held a meeting with Major General Sama Delade, chair of African Union (AU) Monitoring, Verification and Compliance Mission for Pretoria Agreement.
It held on Monday in Debretsion office, Mekelle, Tigray region of Ethiopia.
The TPFL chairman told General Sama that there “are concerning situations” regarding “the implementation of the Pretoria Agreement.” He expressed his view that the African Union should hold a discussion.
“Withdrawal of forces outside of the Ethiopian Defense Force” from the region is one of the key issues that Debretsion raised during the meeting. However, there was no specificity about the claim. In the months after the agreement, the TPLF, before it split into two factions, had been accusing Eritrean forces and “Amhara forces” of presence in Tigray. The reference to Amhara forces seems to be militia forces organized in Wolkait – which the TPLF claims as “Western Tigray.” There has been no recent claim about the withdrawal of Eritrean forces from the region. Eritrea has been claiming that its forces are in its sovereign lands.
The situation of IDPs is another key issue that Debretion raised in the meeting. It underscored they are under difficult circumstances. In February this year, the World Food Program office in Tigray accused the TPLF of forcing IDPs to contribute 200 Ethiopian Birr per household to “save the TPLF.” It was a “coercive practice”, as reported at the time.
The TPLF also made the accusation that “Tigray sovereign territory is under invading forces.” Again it was unspecified as to who the invaders are.
Delay in the start of political negotiation with the Federal government and the legal status of the TPLF are also key issues discussed with the Monitoring, Verification and Compliance Mission committee chairman and his team. Debretsion’s TPLF argued that “TPLF was a party to the Pretoria Agreement and that its legal status” was to be restored. Before the Pretoria Agreement, the Ethiopian parliament designated it as a “terrorist organization.” Although it was lifted after the Pretoria Agreement, the National Electoral Board of Ethiopia (NEBE) accused the TPLF of not complying with regulations and legislations that govern political parties. In August 2024, Debretsion’s faction of the TPLF undertook what it called the 14th TPLF Congress which NEBE did not recognize over violations of regulations. Representatives from the NEBE were not informed three weeks before the congress and its representative did not attend the congress.
Debretion urged Major General Sama to “identify the realities on the ground” and report it to the AU.
Notably, the Federal government has been accusing Debretsion’s faction, indirectly, of working with the Eritrean government to stir conflict in the region. During the war between the Federal government and the TPLF, the Eritrean government fought on the side of the former.
