I hope this letter finds you well. We are writing to share an urgent initiative undertaken by Amhara  Digital Diplomacy, aimed at addressing the ongoing genocide and human rights abuses against  the Amhara people in Ethiopia. 

Our mission is to collect, verify, and disseminate evidence of these atrocities while ensuring  complete anonymity for all contributors. We believe that exposing the truth is critical in rallying  international support and action against the injustices faced by the Amhara community. 

Attached to this letter, you will find our comprehensive plan detailing how we aim to achieve our  goals through the following key strategies: 

1. Anonymous Data Collection: Utilizing secure platforms such as Session, Tox, and Signal,  we encourage individuals to submit videos, images, and testimonies without revealing  their identities. This protects contributors from potential retribution and fosters a safe  environment for sharing critical information. 

2. Verification Process: All submitted content will undergo rigorous verification to ensure its  authenticity. Our commitment is to uphold the integrity of the evidence we collect and  share. 

3. Global Distribution: Verified evidence will be strategically disseminated to human rights  organizations, media outlets, and governments, amplifying the voice of the Amhara people  on an international stage. 

4. Voluntary Contributions: We do not seek public donations. Our funding is derived solely  from voluntary contributions made by individuals who wish to support our mission  anonymously, as well as in-kind contributions from technology providers.

5. Outreach and Engagement: We aim to engage with global audiences and stakeholders  who can help bring attention to the Amhara genocide, fostering partnerships and  collaborations to maximize our impact. 

We believe that collective action is essential to combat the systemic violence and discrimination  faced by the Amhara ethnic group. Your support and collaboration can make a significant  difference in our mission to save lives and restore dignity to the Amhara people.

Amhara Digital Diplomacy Plan – An Anonymous Initiative for  Justice 

1. Define 

Amhara Digital Diplomacy is a digital platform dedicated to advocating for the survival, rights, and  protection of the Amhara people in Ethiopia. Our mission is to anonymously collect and  disseminate verified evidence of human rights violations, including genocide, against the Amhara  people. All materials, such as videos, images, and testimonials, are submitted anonymously to  ensure the safety and security of those contributing. We are not interested in anyone’s personal  identity; our only goal is exposing the truth to end the genocide and human rights abuses targeting  the Amhara ethnic group. Our platform serves as a secure digital space for exposing these crimes  to the global community, encouraging action from human rights organizations, and the  international diplomatic community. 

2. Initial Baseline Research 

To ensure that the need for confidentiality is addressed effectively, initial research focused on: 

Interviews: Engaged with human rights advocates, NGOs, and individuals affected by the  Amhara conflict to understand the importance of anonymity in gathering evidence. 

Surveys: Distributed to trusted community members to assess their comfort level in  sharing sensitive information anonymously. 

Feedback from Diplomats and NGOs: Discussed with international human rights bodies  the challenges of verifying evidence while maintaining anonymity. 

Key Findings

• Fear of retaliation is significant for individuals sharing evidence of human rights abuses,  making anonymity crucial. 

• There is a strong demand for a secure platform that allows for anonymous submissions,  guaranteeing the safety of participants. 

• International organizations require credible, verified evidence to act but are willing to  collaborate anonymously if necessary. 

3. Mission and Vision 

• Mission Statement: “To expose the truth of the ongoing genocide and human rights  abuses against the Amhara people, while ensuring the safety and anonymity of all contributors. We aim to protect lives by securely sharing evidence with the world,  advocating for urgent intervention without risking the identities of those who provide it.” • Vision Statement: “A world where atrocities against the Amhara people are recognized  globally, human rights are protected, and contributors exposing these abuses are  safeguarded through secure, anonymous advocacy.”

4. Goals 

We have outlined the following specific goals to guide our mission: 

Goal 1: Collect and verify evidence (videos, images, testimonials) of human rights abuses  and genocide from anonymous sources. 

Goal 2: Share verified content with international human rights organizations, media  outlets, and governments and international diplomatic missions through secure,  encrypted communications and formal email includes. 

Goal 3: Create a global digital resource that securely and also publicly houses evidence of  Amhara Ethnic human right abuse & genocide, accessible to advocacy groups, journalists,  and relevant institutions. 

Goal 4: Maintain the highest level of anonymity and protection for all contributors and  affiliates, allowing them to work with us without revealing personal identities. 

5. Key Elements 

a. Needs Assessment

Our primary need is for a secure, anonymous platform to collect, verify, and share evidence of  the genocide targeting the Amhara people. This platform must protect contributors from any  risk of exposure. 

b. Target Population

Primary Audience: Human rights organizations, international governments and  international diplomatic missions, media outlets, and advocacy groups that can help bring  the Amhara Ethnic Human right abuse & genocide to global attention. 

Secondary Audience: Anonymous contributors (local and international) who wish to help  expose human rights violations without revealing their identities. 

c. Programs/Services Offered

For Contributors:

o We prioritize complete anonymity and security. All submissions are made using  Session, Tox, or Signal, ensuring end-to-end encryption and privacy. 

o Anonymous verification of all submitted content to ensure authenticity while  keeping contributors’ identities protected. 

o Encouragement to use secure, anonymous communication tools like Session and  Tox, which do not require any registration or personal information. 

For Affiliates/Collaborators

o Individuals or organizations can join our mission anonymously, providing  expertise, resources, or knowledge without revealing personal details. We focus  on protecting identities, with the ultimate goal of ending the Amhara people human  right abuse and genocide. 

For Global Distribution

o Strategic dissemination of verified evidence to media outlets, human rights groups,  and governments and international diplomatic missions, focusing on secure  channels that protect the identities of those involved. 

6. Tools for Submission and Communication 

We use the following platforms to ensure fully anonymous and encrypted submissions: 

Session

Features: Fully anonymous, decentralized, no registration needed, end-to-end encryption. Session allows contributors to submit evidence such as videos, images, or text messages  completely anonymously. This platform does not require phone numbers or personal  information, ensuring full protection. 

Tox

Features: Decentralized, anonymous, no registration, open-source, end-to-end encryption. Tox provides a completely decentralized communication method, where contributors can  submit materials anonymously. It offers secure messaging, voice, and video capabilities  without needing any registration or identifying information. 

Signal

Features: End-to-end encryption, strong privacy, free to use (requires a phone number for  registration). 

Signal is recommended for encrypted communication, though it does require a phone  number to register. For this reason, we suggest contributors use burner or anonymous  numbers if they choose this option.

Deletion Protocol

All submitted content will be reviewed, verified, and promptly deleted after receiving it. This  ensures that the anonymity of the submitter is maintained, and no digital traces are left behind. 

7. Funding Sources 

Anonymous Volunteer Contributions: All funding comes from individuals who volunteer  to support our mission anonymously. We do not collect public donations or seek  crowdfunding. Contributors who wish to help our cause can do so by becoming a part of  our mission without revealing their identities. 

In-Kind Contributions: Collaborations with encrypted technology providers or security  experts to ensure the platform’s secure infrastructure, forensic tools, and operations  remain sustainable and anonymous. 

8. Outreach and Engagement Strategy 

a. Secure Outreach

• Use platforms like Facebook to promote awareness and share updates on our mission.  All communication and engagement are conducted anonymously. 

• Encourage the use of Session, Tox, and Signal as the primary methods of contributing  anonymously and securely. 

b. Secure Resource Platform

• Create a centralized, encrypted platform where verified videos, images, and testimonials  of the Amhara genocide are showcased. Develop an encrypted, secure platform for  showcasing verified evidence of the Amhara Ethnic Human right abuse & genocide. This  resource will be accessible to the public using the official website to trusted human rights  organizations, media, and governments and international diplomatic missions. 

c. Anonymous Affiliation

Encourage anyone who wishes to support our mission to do so anonymously. Whether  through providing evidence, expertise, or resources, we ensure complete anonymity. We  are not interested in names or personal details—only in the truth and the evidence of  human rights abuses.
