Central Ethiopia: Unconsented Salary Deductions Persist Despite Stalled Corridor Project

Civil servants in East Badewacho face ongoing payroll withholdings for political dues and suspended infrastructure works

(NAIROBI, Kenya) — Civil servants in East Badewacho Woreda of the Hadiya Zone, located in the Central Ethiopia Region, report that authorities continue to levy arbitrary salary deductions against their monthly earnings despite the prolonged suspension of local corridor development projects.

Government employees in the woreda report that officials systematically withhold funds under the dual designation of corridor development contributions and Prosperity Party membership dues without prior consultation or formal authorization. Local civil servant Teketel Lirenso noted that while initial deductions were framed as civic development support, public works across the woreda ceased in July 2026 without official explanation. Despite the project shutdown, monthly salary withholdings remain active. Teketel confirmed that affected employees have lodged formal complaints with the Ethiopian Institution of the Ombudsman seeking administrative intervention, adding that political party withholdings were similarly implemented without employee consent.

Additional public sector workers in East Badewacho disclosed that the unconsented deductions compound existing financial strains, citing unpaid salary arrears and wage backlogs dating back to the 2023/2024 fiscal year that regional authorities have left unresolved.

In response to the grievances, municipal officials offered conflicting accounts regarding project status and payroll deductions. Abera Bedore, Mayor of Shone town in East Badewacho Woreda, dismissed claims of a permanent shutdown, maintaining that corridor construction was paused temporarily due to holiday schedules and will resume. Mayor Abera previously asserted that officials executed all payroll contributions with the explicit consent of municipal staff.

Addressing political contribution claims, Tegen Ergeno, Head of the Prosperity Party Organizational Sector for East Badewacho Woreda, denied allegations of forced collections. Tegen stated that political party dues are strictly voluntary, processed exclusively for registered party members following internal institutional discussions, and invited any aggrieved employee to submit formal administrative appeals. Attempts to secure additional comment from woreda and zonal chief administrators were unsuccessful prior to publication.
