We are writing to alert the international community to a rapidly deteriorating and catastrophic human rights and security crisis facing the Amhara community in Oromia region, Ethiopia. This crisis represents the latest layer of an ongoing tragedy: for the past eight years, the Amhara community has endured an unabated siege and sustained massacre. The situation now unfolding is but the most recent chapter in a prolonged and escalating state-sponsored campaign of violence targeting the Amhara community.
In a shocking turn of event, according to a September 15, 2026 report by Wazema radio, regional officials in Oromia have instructed local Oromo farmers in South-West Shewa, West Shewa, North Shewa, and Qellem Wellega to purchase arms. This directive is part of a broader pattern of forced militarization documented by human rights organizations.
The arming of the local population is occurring against a backdrop of horrific, documented state sponsored massacre targeting the Amhara community. Since early August, over 100 Amhara civilians have been killed in East Wollega and surrounding areas. Ever since PM Abiy Ahmed came to power, the Amhara community has been subjected to a brutal campaign of killings, carried out with what Human Rights Watch has described as “killing with impunity.”
This grave development raises urgent civilian protection and mass atrocities prevention concerns for the vulnerable Amhara communities in Shewa and Wellega.
We call on the international community:
. Demand an Independent International Investigation: The UN Human Rights Council must initiate an independent, international investigation into the documented massacre and state sponsored civilian armament and all the command structures.
. Prioritize Civilian Protection: The African Union and international community must take immediate, concrete steps to prioritize the protection of Amhara civilians, and ensure accountability for all human rights violations.
. Demand accountability for any use of State-Supported Armed mobilization to facilitate ethnic violence!
The world needs to act NOW to prevent further bloodshed and uphold the fundamental right to life and human dignity of the Amhara people in Ethiopia.
