Asymmetric Electoral Authoritarianism, Mass Disenfranchisement  and the trajectory of State Collapse

1. Introduction  

This special report critically examines the trajectory of political pluralism in Ethiopia,  focusing on the systemic democratic deficits and security crises overshadowing the June  1, 2026, general election. By tracing the state’s political evolution from the single-party  dominance of the EPRDF to the contemporary governance of the PP, this analysis  investigates the persistent consolidation of asymmetric electoral authoritarianism. 

Historically, Ethiopia has struggled to cultivate a robust political opposition and a free  press—challenges deeply rooted in systemic state repression and ethno-nationalist  sectarian politics. Between 1991 and 2018, the EPRDF monopolized the political space.  Utilizing a FPTP electoral system and a highly centralized parliamentary structure, the  regime heavily favored the incumbent while systematically marginalizing opposition  factions. Through severe financial deprivation, media censorship, and arbitrary arrests  justified by draconian anti-terrorism laws, opposition forces were effectively prevented  from competing on an even playing field (Bayeh, 2018). 

Following the ascent of Prime Minister Abiy Ahmed in 2018, the political landscape  ostensibly shifted, generating widespread domestic and international optimism for a  genuine democratic transition. However, an evaluation of the post-2018 landscape  reveals a stark continuity—and in some areas, an intensification—of authoritarian tactics.  While the PP replaced the EPRDF and introduced the political philosophy of medemer (synergy), this rebranding did not dismantle the repressive apparatus of the state. The  administration has continued to stifle political pluralism, suppress civil liberties, and jail  opposition leaders under restrictive legislation (Yimenu, 2024; Wassie et al., 2024).  Consequently, the transition represents an evolution into “asymmetric electoral  authoritarianism” rather than a successful democratization process (Lyons & Verjee,  2022). 

At its core, this report evaluates the fundamental nature of the current state authority. An  illegitimate government is characterized by the structural decoupling of executive power  from popular sovereignty and legal mandates. Academic and international frameworks  define such regimes not merely by administrative underperformance, but by systemic  deficiencies in how they attain and maintain power, thereby stripping electoral processes of democratic legitimacy (OHCHR, 2026). 

By synthesizing real-time reports from human rights organizations, international media,  diplomatic communiqués, and peer-reviewed political science literature, this report  juxtaposes the empirical reality of Ethiopia’s pre-electoral environment against  universally recognized democratic standards. Ultimately, the analysis demonstrates that  the 2026 election functions not as a mechanism for democratic consensus, but as a highly  engineered exercise that exacerbates national fragmentation. By prioritizing executive  centralization over genuine pluralism, the state is advancing toward the precipice of  structural collapse, carrying profound geopolitical and humanitarian implications for the  broader Horn of Africa.
