The outgoing mayor of Hargeisa Mr. Abdikarim Ahmed Mooge  has made a historic and remarkable contribution to the modern administrative history of Somaliland municipalities. His resignation and peaceful transfer of authority to the newly elected mayor marked a rare and important democratic milestone that many citizens consider an example of responsible leadership, accountability, and political maturity.

In the political and administrative history of Somaliland cities, leadership transitions have often faced challenges related to political disagreements, financial liabilities, unfinished mandates, or disputes over extensions of office terms. However, the outgoing mayor distinguished himself by creating a new standard for municipal governance and institutional responsibility. He became the first mayor among Somaliland municipalities to voluntarily complete his mandate, resign peacefully, and formally hand over authority in an organized and transparent manner.

One of the most important achievements of his administration was the financial condition in which he transferred the municipality office. According to reports and statements from local officials, the outgoing mayor handed over the office without leaving outstanding debts or financial burdens on the municipality. This achievement carries major significance because many local administrations in developing countries often struggle with unpaid obligations, administrative disorder, and financial mismanagement after leadership transitions. By ensuring that the municipality remained financially stable at the end of his term, he demonstrated discipline, planning, and commitment to public accountability.

Five years ago, after assuming office, he publicly promised that he would not seek extensions or remain in power beyond the official period given to him by the council and the people. At the time, many observers considered the statement political rhetoric, as extensions of terms and prolonged stays in office have become common practices in many parts of the region. Nevertheless, the mayor fulfilled his promise exactly as he stated. After completing his five years in the council without requesting any extension, he voluntarily stepped down and transferred authority to the newly elected leadership.

This action was widely viewed as a demonstration of political integrity and democratic culture. It sent a strong message that public office should be based on service rather than personal interest or attachment to power. Many citizens, intellectuals, and members of civil society praised the move as an example that other public officials in Somaliland and the wider Horn of Africa could learn from.

During his tenure as mayor, Hargeisa also witnessed major urban development projects and infrastructure improvements that transformed several parts of the city. Residents observed visible progress in road construction, modernization programs, public service improvements, and urban expansion initiatives. His administration focused heavily on infrastructure development, which became one of the defining characteristics of his leadership.

Under his administration, new roads were constructed and existing roads rehabilitated in different districts of the capital. Drainage systems and urban planning initiatives were also expanded to improve transportation and reduce seasonal damage caused by rainfall. Many supporters argue that some of the projects implemented during his administration had not previously been achieved by earlier mayors of Hargeisa. Whether through road expansion, city beautification, or administrative reforms, his leadership left visible physical changes across the capital. His tenure reflected an effort to modernize the municipality and improve service delivery despite the economic and administrative challenges facing Somaliland.

In addition to development projects, the outgoing mayor also gained recognition for maintaining administrative continuity and institutional stability within the municipality. His departure from office was conducted peacefully and respectfully, avoiding political tension or institutional conflict. The orderly handover process strengthened confidence in local governance institutions and demonstrated that democratic transition can function effectively within Somaliland’s municipal system.

His administration represented an important symbol of accountability, commitment to promises, and peaceful transfer of power. In societies where political disputes and leadership extensions are often sources of instability, his decision to leave office voluntarily after completing his mandate became a powerful example of respect for democratic norms that exist in Somaliland.

The peaceful transfer of authority also reflected positively on the maturity of Somaliland’s local governance system. It showed that leadership transition can occur through institutional procedures rather than confrontation or political crisis. Such examples contribute to strengthening public trust in government institutions and encourage future leaders to respect constitutional and administrative principles.

As Hargeisa continues to grow as the capital of Somaliland, the outgoing mayor’s legacy will likely remain part of the city’s modern political and administrative history. His achievements in development, financial discipline, and democratic leadership have established a benchmark against which future municipal administrations may be measured.

Although every administration faces criticism and challenges, many observers agree that the outgoing mayor succeeded in leaving behind an important record of service and institutional responsibility. His ability to complete his term, fulfill his promises, avoid unnecessary extensions, and peacefully transfer office without debt has earned him recognition as one of the most notable mayors in the recent history of Hargeisa municipality.

His tenure may ultimately be remembered not only for the infrastructure projects completed during his leadership, but also for reinforcing the values of accountability, peaceful governance, and democratic transition within Somaliland’s local government system.
