Regional stability and counter-terrorism among topics discussed during the conversation

Toronto – The United States Department of State on Wednesday announced that Marco Rubio had a telephone conversation with the Ethiopian Prime Minister. 

This is the second phone conversation in less than four months. On December 3 2025,  phone conversation it was Maro Rubio who spoke about  “shared commitment to regional stability and to building a foundation for peace in the Horn of Africa.”

The phone conversation today is described as “discussion.” 

According to Tommy Pigott, Principal Deputy Spokesperson, the two sides had “discussion” about “shared commitment”  on a range of issues  including  “regional stability, counterterrorism cooperation, economic prosperity, and building a foundation for long-term security in the Horn of Africa.”

It is noticeable that the phone conversation came at a time when Djiboutian President,Ismail Omar Guelleh, hosted a tripartite talks in his country between the leaders of Somalia and Ethiopia. 

As has been extensively reported by Ethiopia media outlets, including borkena, Ethiopia and Eritrea are on the brink of an armed conflict. Unlike the preceding wars, there is a prediction that a new war between the two countries is likely to be far more devastating as it would involve other state actors in some form. 

Although it has restored normalcy with Ethiopia for some time now following Turkey mediation that led to the Ankara Declaration, Somalia is quietly arming itself including resurrecting its air force. 

Egypt has already signed a bilateral defense agreement in August 2024 at the height of Somalia’s hostility, in recent years,  towards Ethiopia over the latter’s Memorandum of Understanding with  Somaliland – a country with a recognition only from Israel so far. 

Somalia has a defense agreement with Eritrea too. Sudan, a country that is torn apart due to an internal conflict for over three years now, is aligning  with Eritrea at state level. Al- Burhan and his officials have visited Asmara to hold talks with Eritrean officials in 2024. 

The rebel leader, Mohamed Hamdan Dagalo, is said to have Abiy Ahmed’s administration support with alleged arrangements from United Arab Emirates. 

Notably, the United States sanctioned General Abdel Fattah al-Burhan, chairman of the Sovereign Transitional Council and commander of the Sudanese Armed Forces, in January 2025. And three days ago, the State Department announced that it has designated Sudanese Muslim Brotherhood as a “terrorist organization” over allegedly receiving support  from  Iran’s Islamic Revolutionary Guard Corps (IRGC)

In a related development, Ethiopia’s Ministry of Foreign Affairs had, it appears, a diplomatic engagement with about seven Ambassadors and/or Charge d’affairs of embassies  from the gulf region and middle east – including Israel – in a span of two days. ( Details here)

The ministry did not share details of the discussion.  The meetings were framed for public use as an exchange of views on  “development in the region and issues of “mutual concern.”

  1. In another development and obvious sly move, Eritrea has released followers of a Christian denomination who been imprisoned in shipping containers for years. I tell you, the capture and arrest of Nicolas Maduro has been sending dictators everywhere to the restroom more than 10 times a day.

    In regards to Somalia, we should never forget the fact that it is an internationally recognized sovereign nation even though it has been the home of savage terrorists. If the regime in Mogadishu is trying to revive its Air Force, it has the right to do so but with a caveat. It has to be heavily scrutinized by The West. It should never be used on my darling Somaliland and neighboring countries except the internationally designated terrorists wreaking havoc inside current Somalia.
