Introduction
In light of persistent impasses among Fano members and challenges in forming a unified command and political framework, this proposal presents a structured approach for establishing an Amhara Fano Military Council and a Joint Political Committee comprising representatives from the Amhara Fano People’s Organization (AFPO) and the Amhara Fano National Force (AFNF).
The overarching objective of this framework is to foster unity, improve coordination, prevent internal fragmentation, and strengthen both the political and military capacities of the Fano movement. Establishing these bodies will enable coherent strategy, ensure accountability, and safeguard the broader interests of the Amhara people.
1. The Amhara Fano Military Council
The proposed Military Council will serve as the central command authority responsible for strategic direction, operational management, and coordination of Fano’s military efforts across all Amhara provinces.
Key principles of its organization:
- Each province—Shewa, Wollo, Gojam, and Gonder—shall appoint a number of representatives to the Council as deemed practical and effective for ensuring balanced participation and functionality. Representatives will oversee and coordinate Fano military operations within their respective provinces, ensuring discipline, communication, and operational alignment.
- To prevent rivalry and fragmentation, there shall be only one recognized Fano military wing per province. Parallel or competing military structures within the same province will not be entertained.
- Each provincial Fano wing will operate primarily within its own area—defending local communities and carrying out missions assigned by the Council.
- The Military Council will serve as a unified command structure, responsible for planning, intelligence gathering, logistics, and coordination of multi-regional operations.
- Decisions in the Council will be collective, ensuring consultation, consensus, and transparency.
- All trans-provincial military operations shall be planned, authorized, and coordinated by the Military Council. Trans Provincial-level emergency military operations may proceed after approval from the relevant provincial army leadership; such approvals must be documented and reported to the Military Council as soon as practicable.
- The Military Council shall regularly brief and inform the Political Wing on ongoing operations, capacity-building efforts, and strategic directions, and shall receive advice from the Political Wing regarding collaboration with external forces outside Fano.
Objective:
This structure aims to eliminate factional friction, improve communication between regional commands, and ensure a coherent chain of command that reflects genuine unity of purpose and discipline across all Fano formations.
2. The AFPO–AFNF Joint Political Committee
In parallel with the Military Council, a Joint Political Committee will be established to direct, coordinate, and represent the political dimension of the Fano movement. Historical and contemporary movements—such as the African National Congress (ANC) in South Africa, Sinn Féin in Ireland, and Kurdish political-military movements—demonstrate that a strong, independent political wing is critical for legitimacy, cohesion, and sustainable governance.
Key roles and functions:
a) Unified Political Voice and Strategy
- Coordinate political strategies, messaging, and policy positions of Fano to maintain a coherent narrative.
- Develop messaging that resonates domestically and internationally, emphasizing Fano’s principles and objectives.
- Implement public education programs to inform and mobilize communities, supporters, and diaspora networks.
b) Diplomatic Representation and Engagement
- Represent the movement in international forums, bilateral discussions, and diaspora engagements.
- Build relationships with civil society, regional authorities, NGOs, and global human rights organizations.
- Establish alliances and partnerships that strengthen political leverage and secure support for Fano objectives.
c) Justice, Accountability, and Transitional Governance
- Investigate, document, and report abuses against the Amhara people, including killings, displacement, and property confiscation.
- Provide recognition and support mechanisms for victims and families.
- Develop transitional governance frameworks that balance executive authority, enhance presidential oversight in key sectors (defense, justice, audit commission, security), and ensure accountability of officials.
d) Separation from Military Command
- Maintain independence from the Military Council to prevent conflicts of interest and undue influence on political decisions.
- Collaborate with the Military Council only when necessary for integrated political-military planning.
- Decisions will be collective, ensuring transparency and accountability.
e) Strategic Political Planning and Capacity Building
- Develop leadership and political education programs for Amhara communities, members and supporters.
- Prepare for national dialogue and advocacy campaigns.
- Draw lessons from successful historical movements that transitioned from armed struggle to governance.
f) Monitoring and Adaptive Response
- Continuously assess political environments, public opinion, and international developments.
- Recommend adaptive strategies to the Military Council without overstepping operational authority.
Objective:
By embedding these functions, the Political Committee ensures that Fano’s military actions are complemented by a coherent political strategy, strengthens legitimacy, fosters resilience, and prepares the movement for sustainable governance and representation.
3. Clarification of Roles and Membership
To ensure clarity, accountability, and prevent overlapping responsibilities:
- Prominent politically oriented Fano leaders—such as Zemene Kassie, Asres Mare, Yohannes Neussu, Eskinder Nega, Abebe Fentaw, Henok Adisse, Geta Asrade, Dessalegn Siasb Shewa, Abdella Edis, and others designated by the core leadership—shall select an equal number of representatives from both the AFPO and AFNF. These core leaders must be willing to set aside personal egos and make the necessary sacrifices for the sake of unity.
- Leaders and members aligned with the political wing shall not hold authority within the military command structure.
- Those aligned with the military wing shall focus exclusively on operational, security, and defense-related responsibilities.
Rationale:
This delineation prevents overlapping authority, streamlines decision-making, and ensures mutual respect and accountability between the military and political wings.
4. Conclusion
The establishment of the Amhara Fano Military Council and the AFPO–AFNF Joint Political Committee represents a crucial step toward lasting unity, structural coherence, and operational efficiency.
By instituting one recognized military structure per province, maintaining a clear separation between military and political leadership, and embedding systems of justice, coordination, and transitional governance, this proposal provides a practical roadmap for a united and effective movement.
Through this framework, the Fano movement can transcend internal divisions, strengthen organizational capacity, and act decisively—both militarily and politically—to safeguard the interests of the Amhara people.
By following this organizational approach, Fano will preserve cohesion and substantially enhance its military and political capacity. This strengthened unity and capability will help Fano retain leadership in confronting the Abiy government and prevent rival actors from exploiting any leadership gaps.
