Toronto – It has been a while since the Ethiopian government started a “private-public partnership” (PPP) in the country. With the signing of the investment agreement with Nigerian billionaire Alico Dangote, who has also been running a cement factory in the country for many years now, the Ethiopian government is taking PPP to a new level by making it transboundary. Abiy Ahmed Prosperity Party has been aggressively pursuing the privatization scheme for several years now. It has already sold licenses in the Telecom sector. More recently. It officially legislated for foreign banks to enter and operate in the country, and property ownership for foreigners. The name of such an aggressive privatization scheme in Ethiopia is “Homegrown economy.” The IMF and World Bank project it that way too.
The PPP in the manufacturing sector is the latest action in the line of privatizations. Ethiopia’s Investment Holdings signed the agreement on behalf of the Ethiopian government.
So what is known about it so far? It will be built in Gode, the Somali region of Ethiopia where there is a natural gas deposit – a crucial raw material. Both entities will be involved in the construction and management of the Urea factory. The raw material is within a range of 100 kilometers of distance from the factory.
The construction is expected to be completed in three years. The total project cost is said to be about $2.5 billion.
In terms of investment, the Nigerian billionaire, Aliko Dangote, whose 2025 net worth, is said to be over 24 billion, will have a majority share in the factory. According to sources, he is owning the 60 percent of the share while the Ethiopian government owns the remaining 40 percent. Mr. Dangote also owns the largest urea manufacturing factory in Africa, which is located near Lagos.
The factory is said to have a production capacity of 3 million tons a year when it becomes operational.
There is a huge demand for fertilizer in Ethiopia and the country. According to a BBC recent news report, the annual fertilizer import to the country is about 1.5 million tons.

Right after the factory is up and running the ownership will be transferred to the Republic of Ogadania that is now led by a very capable mayor of an Ogadanian city in the Midwest.
