Toronto – The “peace council” in the Amhara region of Ethiopia has been seen much like the National Dialogue Committee. It was subject to mistrust as the government has a tendency to exploit entities like it to advance government agenda.
But the council itself seems to be losing faith in whether the government has a genuine interest in resolving the conflict in the Amhara region peacefully.
The council told Borkea reporter, Eyob Tikuye, in Ethiopia that the Fano groups who were approached for the peace talk, unspecified, expressed mistrust of the government when it comes to peace talks. However, the council says the government (apparently including the federal level of government ) has been inaccessible to communicate the Fano position. “The government’s door is locked,” is the expression the “Peace Council” used to describe the situation.
“Even if we were to come forward and talk about Fano’s question, we are now in a situation where we are standing on the other side of the fence,” “The Peace Council told Borkena. Notably, Fano Forces did not recognize this council as a legitimate body and it is unclear as to which group of Fano Forces was contacted.
It also pointed out that the government has not created a conducive way to arrange for the talk.
The “Peace Council” claims that it has repeatedly held talks with Fano forces without specifying time or location.
Apart from inaccessibility, one of the reasons why the council doubts that the government does not have interest in the talk is “lack of government support for it.”
The council is cited as saying “without strengthening the council which is working on the implementation of the talk all the way to the lowest structure and creating conducive conditions, it could not succeed with a personal effort.” However, it is unclear as to what kind of support it is seeking from the government. It is also questionable if the government can make that arrangement given the Fano forces are still in control of much of the Amhara region of Ethiopia.
Meanwhile, reports from local sources indicate that fighting between Fano and government forces continued in many areas of the Amhara region. The Fano forces claim significant military gains. The last round of the defense forces’ massive operation (“Operation Tide”) to eliminate Fano Forces seems to have, noticeably, failed.
