Hammer hints about closed discussion with Fano, unveiled ongoing effort with OLA

Toronto – U.S. Special Envoy to the Horn of Africa, Mike Hammer, had on Friday a presser with journalists at the U.S. embassy in the Ethiopian capital Addis Ababa regarding his latest trip to the country and his discussion with Federal and regional authorities. 

One of the issues he remarked about is the mediation effort between Fano forces and Abiy Ahmed’s government.  According to DW Amharic, Mike stated that the U.S. Embassy in Addis Ababa is “closely following the situation in the Amhara region” of Ethiopia.  “There has to be a discussion” and a  “closed one.” DW Amharic cited him as saying that he was unable to travel to the Amhara and Oromia region due to the ongoing conflict. 

Abiy Ahmed’s government had been claiming about an ongoing discussion “with some Fano leaders” and “the difficulty of holding talks with Fano due to multiple groups and leaders.” Fano forces dismissed the government ‘s claim saying there is no ongoing negotiation whatsoever.  

He did not talk much about in connection with Fano.

Mike Hammer also talked about his meetings with Federal government authorities, with Tigray leaders and mediation efforts between the Federal government and Oromo Liberation Army. 

In Tigray, he met with Getachew Reda, president of the interim government of Tigray, and with Debretsion Gebremicael, Tigray People’s Liberation Front (TPLF) chairman.  The political division within the party has been a matter of concern for the U.S. government as the TPLF has been a loyal political partner and client. He reportedly called for the “peaceful resolution of the difference within the party.” There have been fears that it might lead to conflict. 

Full implementation of the Pretoria Agreement was  a top agenda item during his discussion with Getachew Reda and Debretsion Gebremicael. The U.S. position is that the agreement should be fully implemented. Reports emerging on social media indicate that the Debretsion faction within TPLF wanted the Pretoria agreement only to be about a ceasefire and that it will not accept anything beyond that. 

According to an update from the U.S Embassy, the meeting with Getachew focused on  “the importance of ensuring the secure return of internally displaced persons and the launch of disarmament, demobilization, and reintegration program ahead of the two-year anniversary of the Pretoria Cessation of Hostilities Agreement November 2.” 

The situation in Tigray is also discussed during a meeting with  Taye Atske Selassie, Minister for Foreign Affairs. The development in Somalia in connection with deployment of a peacekeeping mission was also discussed and Ethiopia has  expressed its concerns, as disclosed by the Ministry but the U.S. position is unclear. 

With regards to the OLA, Mr. Mike talked about a mediation effort that his country and Norway are undertaking to resolve conflict between Abiy Ahmed’s government and the militant ethnic Oromo nationalist group – Oromo Liberation Army, according to a BBC Amharic report.

  1. How come America’ becoming littleonded nation? How come the US Mike H. Discussing with the unorganized groups? The two groups are lacking leadership and vision for Eth.

  2. I commend Special Envoy H.E. Mike Hammer for his unabated effort to bring peace to those besieged people of the old country. Thanks to his and former president of Nigeria H.E. Obasanjo relentless effort, guns have gone silent now in Tigray and Afar regions since 2022. Now he is doing his best to bring peace to Amhara and Oromia regions. If this does not qualify him for a Nobel Peace Prize, what will?

  3. Nobel Peace Prize!!!!!! to Special Envoy Hammer? So far he has not brought any results and peace in his shuttle diplomacy, except travelling back and forth. The Pretoria Agreement has failed, it is time to appoint another Special Envoy to bring lasting PEACE to ETHIOPIA.
