Toronto – A statement from the Oromo Liberation Army (OLA) spokesperson alleges that Prime Minister Abiy Ahmed’s Party is meeting with the Dawud Ibsa-led Oromo Liberation Front (OLF) and the Oromo Federalist Congress (OFC).
According to the statement shared by the spokesperson, the ruling party has crafted two narratives in an effort to persuade the aforementioned ethnic Oromo parties to join a negotiation process. The OLA has dismissed these efforts as a “desperate measure… to ease its [the ruling party’s] crisis of legitimacy.”
One of the narratives reportedly suggests that “northerners” —a reference to ethnic Agaw, Amhara, and Tigray groups—are “consolidating” to threaten “Oromo power.”
The other narrative posits that “there is no harm in attempting dialogue, as the OLA itself engaged in talks in Tanzania.”
The OLA has criticized both narratives. It argues that forging an alliance with ethnic Oromo parties would legitimize the view that the ruling party represents the Oromo. It also claims that the “Oromo struggle is not inspired by hate.”
In explaining its stance on the dialogue narrative, the OLA stated that the OLF and OFC lack the necessary leverage to negotiate meaningfully with the Abiy Ahmed-led government.
The OLA believes its own negotiations with the government—which took place in Tanzania over a year ago—were possible due to the leverage it holds. “These groups [OLF and OFC] do not have the kind of leverage that the OLA has,” it said. The OLA claims to have “control over a vast area of the Oromia region” and to have successfully “disrupted” resource extraction from the region.
The OLA portrays the OLF and OFC as “systematically marginalized, prevented from consolidating political power, and stripped of any meaningful tools to pressure the regime.”
At the time of this writing, there has been no comment from the government or the two opposition groups regarding the alleged efforts to initiate negotiations.
