Toronto – Somalia’s Ministry of Foreign Affairs released a statement Friday regarding Ethiopia’s Defense Minister, Aisha Mohammed’s, visit to Mogadishu.
The ministry described the visit as “part of ongoing efforts to build on the progress achieved since the signing of the Ankara Declaration on 11 December 2024.” Ethiopia’s Defense Minister was accompanied by State Minister for Foreign Affairs, Mesganu Arega, among others. Key issues during the meeting between the Ethiopian delegation and Somalia’s Defense Minister were : “regional stability, finalization of AUSSOM mission composition and strengthening bilateral ties,” according to the Ministry.
Last week, Ali Omar, Somalia’s State Minister for Foreign Affairs, led a delegation to the Ethiopian capital Addis Ababa to follow up with the Ankara Deceleration to normalize relations between the two countries. At the time, there was an allegation from the part of Somalia that Ethiopian Defense Forces attacked Somali Forces at Doolow, which Ethiopia denied.
Ethiopia’s Defense Minister visit to Somalia came at a time when Mogadishu is finalizing the AUSSOM mission composition. Ethiopia – a country that has been a big part of the African Union peacekeeping mission in Somalia – has reportedly requested to be part of the new AU mission, AUSSOM.
According to an update from Ethiopia’s Ministry of Foreign Affairs, during the discussion with Somalian counterpart Aisha Mohammed “emphasized Ethiopia’s commitment to contributing to peace and stability in Somalia.” Ethiopia sees combatting terrorism and ensuring peace in the region as key areas of cooperation.
The statement from Somalia’s Ministry of Foreign Affairs unspecified if Ethiopia is part of the new peacekeeping mission. What it said is that Somalia “expressed its willingness to consider Ethiopia’s request to contribute forces to the AUSSOM mission.” The Ministry also announced that Somalia is finalizing AUSSOM mission composition through “bilateral and multilateral engagements.”
In terms of bilateral arrangement, Somalia has signed a defense pact with Egypt in August 2024. President Abdel Fattah El-Sisi’s government is sending 10,000 troops to Somalia through a combination of multilateral and bilateral arrangement. However, Egyptian military presence is not welcomed by some of the regional states of Somalia’s Federal government. Puntland and Jubaland have vehemently opposed it. Ethiopia on its part has been stating that Egyptian troops presence in Somalia constitute a national security concern.
Ethiopia and Somalia are working to rebuild trust. And Somalia “believes that the principles outlined in the deceleration [Ankara Declaration] provide a solid foundation for rebuilding trust and fostering a positive cooperation that serves shared interest.” It remains a question if the effort could take root in light of Somali Federal government commitment to include Egypt in the AUSSOM mission which Ethiopia sees a national security threat.

The other bad news for you is the government of Puntland has temporarily waved import taxes on trucks carrying goods coming from Ethiopia. So take this from me. Na, na, na, na nah!
