Toronto – The Ministry of Finance of Ethiopia on Wednesday announced that Addis Ababa will be hosting the 23rd Ministerial Meeting of the Horn of Africa Initiative (HoAI). It is  scheduled for February 2025.

The Minister for Finance was attending the meeting in Washington with Ministers from the G7 countries, and with the IMF and  World Bank officials.

“Ethiopia’s capital, Addis Ababa, has been announced as the venue for the 23rd Ministerial Meeting of the Horn of Africa Initiative (HoAI) scheduled for February 2025,” said the update from the Ministry of Finance. The decision was made at the meeting in Washington.

According to the Ministry, the “meeting in Addis Ababa is anticipated to be a crucial event, continuing the collaborative efforts to achieve sustainable growth and stability in the Horn of Africa.”

The Ministerial Meeting of the Horn of Africa Initiative (HoAI) was launched in 2019. The Ministry claims that so far “…the Horn of Africa Initiative has successfully mobilized approximately US$11.8 billion, significantly advancing the strategic pillars of the initiative and making substantial strides in regional integration and development.”

The Ministerial meeting is expected to assess the impact of the initiative on economic integration. Based on the update from the Ministry, Djibouti, Somalia, Kenya, Ethiopia, Eritrea, South Sudan, and Sudan seem to be members of  the initiative.

The Ministry of Finance stated :

“The upcoming 23rd Ministerial Meeting in Addis Ababa is poised to critically assess the successes and prospects of the HoAI, aiming to further bolster the initiative’s impact on promoting economic integration through infrastructure development, trade facilitation, investment, human development, and resilience among its member states, which include Djibouti, Somalia, Kenya, Ethiopia, Eritrea, South Sudan, and Sudan. ”

The relation between Ethiopia and three of its neighbors (Djibouti, Eritrea and Somalia) is strained due to Abiy Ahmed’s “Grand Narrative” which he unveiled in November last year. It was about gaining access to the sea.
