Ethiopian Defense Chief says ready to negotiate with Fano anywhere

Toronto – In an interview with state-owned media a few months ago, Ethiopian Defense Chief of Staff, Field Marshal Berhanu Jula, said the Fano forces in the Amhara region have lost the core of its forces, and that the remaining force is weak, can not stand its ground and is roving from “mountain to mountain.” 

This week, he is talking about a different story. According to the Ethiopian Media Service (EMS) report, on Thursday, the Defense Chief attended the closing ceremony of the “peace conference” in Bahir Dar. 

 He said he wants to negotiate with Fano Forces at a place of their choice and in the presence of the mediator of their choice in the country or abroad. He said so during his speech to the participants of the peace conference. A BBC Amharic report published on Wednesday estimated the number of participants between 600 and 700. 

According to the EMS report, the Defense Chief of Staff was bitter as many of the views reflected by the participants were pro-Fano forces. “if the Amhara people wants Zemene Kassie [ one of the prominent Fano leaders in Gojam] to be his leader, the Defense Force has no problem,” he is quoted as saying. He also said that Fano forces have many leaders and that made negotiating with Fano difficult. 

One of the actions that the conference took at the end of the meeting was to establish a committee, drawn from participants, that was entrusted to persuade Fano forces to hold talks with the government. 

The Defense force has been deploying massive forces in the Amhara region  – where it allegedly carried out extensive rights abuse including extrajudicial killings and drone attacks against civilians as documented by human rights organizations  – for nearly a year now. A state of emergency and internet shutdown imposed in the region  since August 2023 restricted access to the region for reporters and human rights defenders 

So far a Fano spokesperson from Gojam has remarked about the call for negotiation. Marshet Tsehayu who on Thursday spoke to Ghion Media, a cyber media outlet, said Fano will not negotiate. Fano leaders from the rest of the Amhara region have not yet responded to the call. 

Reservations about negotiation with Fano 

Activists and politicians are expressing reservation, even opposition, to negotiation with the government. The Military which used to enjoy support in the Amhara region has lost credibility as is the case with the Abiy Ahmed government. 

The view is that Abiy Ahmed’s administration is not trustworthy and the Defense Force is seen as a servant of the government. There have been reports in media outlets like Anchor Media that Abiy Ahmed’s administration has corrupted the military leaders to the point that they see the end of Abiy Ahmed’s administration as a disaster to their privileges. On the other hand, the Defense leaders say they are serving the government because it is ” an elected one” and it is their constitutional duty “to serve the elected government.”   

The brutalities the Defense Force unleashed in the region have complicated the matter too. Ethio News on Thursday reported that it has received information that the Defense Force is deploying another round of huge forces in the Amhara region from the Minjar area as the Defense Chief is calling for “negotiation.”  

The latest statement Fano Forces in Shoa sent to EMS says the Defense Force has carried out another extrajudicial killing in the Merabete area. Although the Defense Force has not responded to it, as has been the case throughout the “military operation” since August 2023, there is no doubt that stories like this would add fuel to the mistrust towards the Defense Force.

  1. Gem afe! The days of murderers, rapists , genociders, narrow minded tribalism gas bags, pseudo-intellectual con artists, and barbaric Oromos are numbered. The time for Abiy and this idiot field marshal, sem sisetu ayasanesu ale yagere sew, to self reflect and wish they have done things differently as the promised leaders we all thought they were are numbered. Alas, they are by far the worst leaders Ethiopia and Ethiopians has had so far in just six years. Can you imagine what would happen if we let them continue to havoc the country and continue to destroy the fabric that holds this old nation Ethiopia?

  2. Any call for a dialogue for peace should be taken as a good start. In all conflicts raging in the old country, there will be no winners but only dire consequences. Tens of thousands of young people will lose their Allah blessed lives and tens of thousands have already lost their lives. Tens of thousands will be left with lifelong bodily and emotional injuries and there are ten of thousands of such injured people already. Hundreds of thousands and even millions will be driven out of their domiciles and there are millions of internally displaced citizens already. The destruction of property and infrastructure we see now is unimaginable. Peace and stability have departed that gem of the colored in certain parts of Oromia and Amhara. With all these calamities that have befallen that country, there are among us here in the Diaspora who have been fanning the flames of war in their hideous scheme of profiting from it. They send their children and loved ones to schools here but they encourage and incite the youth both in Amhara and Oromia regions to March into an awaiting raging flame. These are the after births that country produced since 1974.

    Meanwhile I tell this to this military man. I suggest the following to make any dialogue for sustained peace and stability possible.

    1). The government should stop arresting civilians on dreamed up or trumped up charges.
    2) Release all political prisoners with no preconditions
    3) Declare official amnesty to those who are aimlessly roaming the wilderness now.
    4) Invite outsiders like the former president of Nigeria, Brother Obasanjo to arrange meetings for peace agreement between you and both the armed groups in Amhara and Oromia regions.
    5). Repatriate those citizens displaced from both regions regardless of their ethnicities.
    On the fighting group sides:
    1). They should declare cease fire now.
    2) They should release all prisoners of war they are holding now.
    3) They should abandon this wild and impractical idea of founding a separate republic. It ain’t gonna happen.

    It is quite that simple for those who decide to seek peace and stability. Oromos and Amharas, Oromia and Amhara regions are Allah gifted backbones of that Blessed country, if they are in disarray the whole country and the Horn of Africa at large would be in disarray. Then we will see the entire 135+ millions of people will be on the move in all directions. These wise aleck bigots here among our Diaspora know that and that is why they will keep fanning and blowing the flames of war and utter destruction from their comfy and safe homes in Minnesota, Toronto, LA, Michigan, Scandinavia and Down Under. Some of you even have the audacity to tell us that Ethiopia never existed and it is in an irreparable state of decay. The last person who claimed that was none other than Mussolini in 1936 and we all know who decayed hanging upside down. You know who you are. I wish you were not even born.

    Peace talks must be promoted and encouraged. Those who are stoking the flames of instability and playing the drums of war should stop their hatred and brutal, homicidal behavior. We wish peace and stability to all Amharas and Ethiopians in general. There will be no more death, suffering, and displacement of children, women, the elderly, and Ethiopians of all ethnicities in order to extend the dictator’s rule or help those seeking power climb the ladder. If they are able to bring peace to our people, we should encourage all actors to collaborate with prosperity party leaders and mediators. May war and instability fade into oblivion and no longer haunt the daily lives of innocent Ethiopian civilians.

    We support and encourage the following sugessions made by the above commentator to bring peace and stablity to our people :

  4. At this point in time, the most valuable gift the Horn of Africa can get is peace and maintained peace. Peace when sustained always gives birth to stability. Even during WWI and WWII those that endured sustained peace had become the backbone of those that were seriously injured. USA stood out to be the arsenal of democracy because it experienced peace at home. The same goes with those countries in the Americas. If the situation was different the outcome could have been different. If Canada, Mexico and Central America were in an all-out war that could have adversely affected peace and stability inside the USA itself. That is what exactly going in the Horn of Africa. The lack of peace and stability in Somalia had affected the well being of residents in the adjacent localities inside Ethiopia and Kenya. The lack of peace and stability in Ethiopia has forced its neighboring countries to host hundreds of thousands of Ethiopians who fled violence. This couldn’t have happened if there is peace and stability in every one of the countries of the Horn of Africa.
    Let’s preach peace y’all!!!

  5. Let’s hope and pray that the politicians will finally converge on the same wavelength and toil together to take the whole region out of unending conflict, deaths and destruction. Those who believe they can profit from deadly conflicts, it will be a matter of time before their evil scheme catches up with them. What saddens me to my bones and at the same time angers me is to see some among our own Diaspora using the suffering of those upright and noble people to line their pockets. YouTube is full of them now. Every social media is loaded with their disgusting flame fanning. Just look at the profanities and pejoratives they are spewing around on this very platform. They denigrate every ethnic group out there. They use denigrating terms being used by Neo-Nazis and other racist extremists. Do they do that just to prove to us that they are more civilized than the rest of us? I really don’t have a sensible answer for that. You should be proud of your leaders and the citizens of your country.
