Sudan skips meeting after accepting AU proposed document on GERD

On Sunday Sudan has accepted AU proposed document which was meant to used as an input for the trilateral agreement

Ethiopia’s Ministry of Water, Irrigation and Energy announced on Monday that the tripartite meeting scheduled to take place was not held. 

The reason, according to the Ministry, is that delegation from the government of Sudan did not show up at the meeting. It was a ministerial meeting between the water ministers from the three countries (Ethiopia, Sudan and Egypt).

Ethiopia was the chair of this particular meeting. African Union assigned experts, observers and the Egyptian delegation were present for the meeting.  It was intended “to take stock of agreed and outstanding issues,” as described by the ministry.  

The ministry did not specify why Sudan failed to attend it. 

African Union assigned experts drafted a document as an input to the trilateral negotiation was accepted by Sudan and Ethiopia, did so with a reservation which was communicated to the African Union, while Egypt declined to accept it. 

“Ethiopia pronounced its positive outlook towards the draft document and expressed its willingness to use it as a single work document for the trilateral negotiation,” the ministry announced on Sunday. 

Water Ministers from the three countries held a virtual meeting on Sunday with the Minister of International Relations and Cooperation of the Republic of South Africa, and Chairperson of AU Executive Council as a convenor.  

The negotiation on GERD has been going on for several years now. First phase of water filling and operation of the dam used to be a point of divergence in the past but that does not seem to be the case, according to the Ministry of Water, Irrigation and Energy.  

Ethiopia completed the first phase of the filling, which retained about 4.9 billion cubic meters of water, during weeks of heavy rain in July 2020. 

Based on information from the Ministry, main difference between the three countries “lies on the co-relations between the GERD Guidelines and Rules and the future water development projects on the Abbay Basin.”  

When completed, GERD is expected to generate over 6,000 MW of power which Ethiopia intends to use for the manufacturing sector, for households and export. More than 65 percent of Ethiopians do not have access to electric power. 

Meanwhile, Sudan continues to occupy Ethiopian territories as Ethiopia is determined to resolve the matter diplomatically.

    It is all in the game plan of the bosses in Al-Qahirah. We should never forget the fact that Sudan is a creation of Egypt cooked up by Nasser with the approval stamp from 10 Downing Street. It has been on dog leash since then. Last time it was all Egypt and now it is Sudan. Who knows next time they may hire Miss Piggy to say ‘I’ during the next roll call. It seems Hamdok has reached his dead end as an independent thinker/leader. It looks he has come to gripes that the military is the real mover and shaker and the military is just like a clock. It is wound up at 05 AM in the morning and wound down at 07 at night by its benefactors in Al-Qahirah. Let’s be real about it. Ethiopia was the one that brought warring factions to a negotiating table to come up with the current administration averting bloodbath and destruction. Now the same people in the leadership circle want to throw peppers in the eyes of the country that saved them from going asunder.

    I am absolutely mesmerized and bemused about Sudan’s behavior, at the behest of the GERD issues. What is it that, Sudan is trying to accomplish, by swinging like a monkey in it’s free space of the jungle, it’s by far cowardly, unfortunately to say for Sudan.
    Whatever the case maybe and or regardless of Sudan’s pathetic behavior, ETHIOPIA is going forward in building the Grand Ethiopian Renaissance Dam.

    Commentary, 5 Jan 2021
    A quarter way through, I stopped reading the Article and started writing this note. Here is my opinion on the subject of the THE NILE. My a b c d of comments are as follows.

    a) Egypt will NEVER agree to any negotiation on the Nile outside its own agenda i.e The Nile must NOT be touched by “ABID” Black African Ethiopia. Period, Full Stop or ‘arat neTb’

    b) As to Sudan, it wishes to play a game of appeasement to ALL, based on religion, colour and racism trying to satisfy ALL and winding up making itself a laughing stock.

    c) Ethiopia, the source of the Blue Nile, is busy trying to convince Egypt >> cajole Egypt and diplomatically begging Egypt to come to the Table for discussion. Needless to say, Egypt has its racial standing when it comes to the relationship with “ABID” Black Africa. This is a fact that cannot be denied, nor erased.

    d) Conclusion: Let us admit; let us NOT be naive; and Ethiopia, with its RICH CHARACTERISTIC HISTORY has NO CHOICE but ONE >>> and THAT choice excludes ‘begging’ Egypt .
