Illegal entry from Djibouti reportedly complicating Ethiopia’s COVID 19 prevention strategy in the eastern parts of the country

As Djibouti’s confirmed case of COVID 19 surpasses well over 900, illegal entry to Ethiopia from the Horn of African country has become a concern for Ethiopian authorities.
Illegal entry at this time means those who do it are bypassing required arrangements medical examination and two weeks quarantine before they are guaranteed free movement if their results show negative for COVID 19 test.
The development has made Ethiopia’s policy and strategy on COVID 19, which emphasizes prevention, a complicated undertaking. It has become more challenging in Afar, Somali, and Dire Dawa regions of Ethiopia.
How is the government responding to it?
A report by state-affiliated media Fana Broadcasting Corporate (FBC) cited Lemlem Bezabih, Head of Dire Dawa city Health Office,
as saying that the office is working with community members to tackle the challenge.
Several COVID 19 cases are confirmed from Dire Dawa. Lemlem said that her office is tracing those individuals who had contact with the infected person, as part of the prevention work. However, she did not hide that the entry from Djibouti that bypassed the arrangements in place is thwarting the prevention work.
According to the FBC report, Dire Dawa city administration and security office, which is involved in the COVID 19 prevention work, said that there are limitations in terms of controlling illegal entry to Ethiopia from Djibouti. The office is striving to coordinate with Somali regional state officials, Musa Teha, head of the city’s administration, and security said.
Somali region administration has confirmed that it is working with Dire Dawa authorities. It is also working with federal authorities. The region’s acting president, Mustafa Mohammed, reportedly said that his administration is making arrangements to create isolation centers at the border with Somalia and Djibouti. Some of the challenges in the region require support from the Federal government, and work is in progress, he added.
In a similar development, the Afar regional state is seeking the support of stakeholders in the adjacent regions. Ethiopian News Agency (ENA) cited Awol Arba, head of the region’s administration, as saying that the region is undertaking regulatory works in Elidar, Afambo, and Galafi districts.
The Ethiopian government has declared a state of emergency over the Coronavirus pandemic situation in the country, and the Federal law takes precedence, as stipulated in the state of emergency regulations.
Ethiopia has closed land borders with six neighboring countries weeks before even declaring a state of emergency.

የሚሆነውን ማመን አልቻልኩም። ያለምንኩዋቸው ልመና አልነበረም! ይሄ ሁሉ ሲሆን በአካባቢው የሚያልፉ ሰዎች ነበሩ። ልክ የቀረፃ ትእይንት እንደሚያይ ሰው ገልመጥ እያደረጉ ከማለፍ ያለፈ አንድም እንኳን እባካችሁ ያለ ሰው አልነበረም።
ተከታታይ ዱላዎች እግሬ ላይ አረፉብኝ ። ጆሮዬ ላይ በሃይል ተመታሁ። እንደዛ ደብድበው ጥለውን ሲሄዱ ከህመሜ ባለፈ በዚህች ሀገር ላይ ጠባቂ አልባ መሆኔ፣ እንደፈለጉ እንዲያደርጉ የሚተዋቸው ህግ እንዳለ አስቤ ይበልጥ አለቀስኩ።
የተመታሁበት ቦታ እስከዛሬ ያመኛል። በእልህ እና በዱላው ምክንያት ሁለት ቀን በስርዓት እንቅልፍ አላገኘሁም። ከዚህ ሁሉ በላይ ግን ሃይ ባይ እንደሌላቸው ማመናቸው ይበልጥ አሳምሞኛል።
ከዩንፎርማቸው ላይ መፈራት እና ጭካኔ እንጂ በዜጎች ልብ ውስጥ የደህንነት ስሜት አለመፍጠሩ አሳዝኖኛል። (እነኛ ዝም ያሉት መንገደኞች ዝም ያሉት ጠያቂ አልባ ናቸው ብለው አይደል? ግን ያ መሆን አለበት? አይመስለኝም! )
ወረርሽኝን ለመከላላከል ወታደር ለምን እዳስፈለገ አልገባኝም! እነዚህ ሰዎች ምንም አይነት ተጠያቂነት የለባቸውም! የት እንደሚጠየቁ አይታወቅም! ገለውም ቢሄዱም!! እንደዚህ አይነት ጥቆማ ለመቀበል የተዘጋጀው ስልክ አይነሳም!
የኮሚቴው ምክትል ሰብሳቢ የሆነው ተስፋዬ ዳባ ጋር ስደውል «የማውቀውቅልሽ ነገር የለም» ብለው ጃሮዬ ላይ ስልኩን ዘጋው! ይሄ ነው ሕዝብን ማገልገል? ይሄ ነው የሕዝብ ተወካይ ማለት?
ማመልከቴ ለውጥ ላያመጣ ይችላል፣ ግን ደግሞ ዝም ማለት አልፈልግም። ነገ ከነገ ወዲያም እንዲህ እንዳሻቸው ያገኙትን ሰው እየደበደቡ ሊዘልቁ ነው።

There you go. This is what I have been saying and which worries me the most. The border between these two nations has been porous for centuries. That is because there are members of same clans from both Afar and Somali ethnic groups living in both countries. There is also a seasonal activity that has become a custom during the three months of June, July and August. Djibouti experiences one of the top five hot climate on earth during these months. So citizens there send their wives. children and other vulnerable members of their families to the cooler Ethiopia. They don’t even need to book hotel rooms for that because they will stay with their cousins who are citizens of the old country. That shouldn’t have been an issue at all. It shows how these two nations are made of brothers and sisters and that is a blessing. But now there is a devil among them sworn to kill every living and breathing Afar and Issa out there called COVID-19. Controlling these seasonal movement effectively is going to be a headache. Who dares to tell his/her cousin ‘No, you can’t come here to spend the summer months with me’. That is why it is going to be a mighty tall order for anyone to control. That is where elders could play a valuable role but thanks to the Mualims of Marx, Lenin and Mao their critical influence on their communities has been severely chipped away during the last 45 or so years. This is going to be a nightmare. May The Almighty Our Creator Have Mercy On Those Harmonious People!!!!
Many people in Addis Ababa and other parts of the country would like not donate but lend out buildings to be used to fight CoronaVirus in a year to year arrangements, we definitely do not want to donate it forever.
So we want to know that we have the right to reclaim our propertues if we want it back within a year with no Hustle as some people are going through currently after some individuals illegally took over their houses, for example the case of the luxury house owned by Teodros Belete in Addis Ababa which is worth eighty five millions birrs where armed Wolaita extremists illegally occupied the house for years with the Addis Ababa police and the Addis Ababa courts letting the legal owner go through hardships is discouraging for many people to thrust the Ethiopian legal system will get our properties back to the on tial owner after the pandemic is over.
Teodros Belete with no sign of being able to get his residence back soon suffered a lot, his case and others similar cases are discouraging many from lending out our buildings to the government’s war against CoronaVirus purposes . Especially in Addis Ababa where the government calls it Finfine with Takele Uma illegally in the Mayor’s office we non-Oromos are hesitant to lend out our hard earned properties as Hamelmal Abate did. We would like to lend it to private non profit hospitals not to the government, noway we trust the federal or local pp EPRDF for these purposes so we urge private hospitals to reach out in such endeavors to us so we can donate properties and financial assistance directly to the health care providers by eliminating the government dellala middlemen from the issue .
