Ethiopian government to conduct mandatory gun registry

Government aims to complete gun registry within two years across Ethiopia.

When the firearms control draft legislation got approval in parliament in January of this year, the government announced that the Federal Police Commission will organize a National Firearms Control Division to enforce new legislation across Ethiopia. 

Now the government seems to be ready to launch the program.

The Federal Prosecutor General announced on Sunday that individuals or institutions owning any firearms should get it registered within two years.

New legislation makes the purchase or selling of firearms only with the recognition of the government, it was said – as reported by state-affiliated Fana Broadcasting Corporation (FBC).

In the views of prosecutor General Adanech Abebe, the new legislation will fill legal gaps in firearms regulation and circulation.

The new legal regulation practice will require any organization/individual in-country to prove that they are authorized to possess and/or carry a gun.

Relevant government authorities will have to enforce the legislation in the next two years, according to the report by FBC on Sunday.

However, all those whose guns are registered might not be allowed to carry them. And not everyone could have the right to own a gun too. Once issued, the license has to be renewed every year and the owner will pay for renewal. It is unclear if

Citizens and organizations that apply for gun ownership need to meet a certain qualification, the Federal prosecutor Adanech Abebe said.   

So far no entity is authorized to sell firearms in the country. In recent months, there have been reports of repeated captures of illegal firearms in different parts of the country – not just individual assault rifles like AK 47 but also machine guns and launcher pads.  

In early March of this year, the Ethiopian intelligence department announced that it had seized two containers of illegal firearms that originated from Turkey and entered the country via Djibouti. 

As much as there are those Ethiopians who tend to support illegal firearms control legislation, there are also those who have a concern about government plans to control the firearm. 

In the northwestern part of Ethiopia and other parts of the Amhara regions of Ethiopia, among other areas, there have been centuries of gun-carrying culture.  For many, gun control legislation under the Abiy Ahmed administration is meant to disarm people in the Amhara region of Ethiopia. 

Last month, the government deployed tens of thousands of members of the defense force in the Gondar region of Ethiopia to disarm Fano – a loosely organized youth armed youth movement that was instrumental in ending the TPLF government domination in the Federal government.

On the other hand, some express concern about weapons that do not fall under the categories of the firearm. Most of the 86 people who were killed in late October following an incident in the Oromo region of Ethiopia were killed by Machete. Arrow was used in most of the ethnic-based hate killings in the Benishangul Gumuz region of the country in the recent past.

The Ethiopian economic policy needed to encourage farmers for decades but failed to do so, if incentives were given to the Ethiopian farmers the Ethiopian economy would have recovered from the upcoming economic depression being expected to bring devastating results comparable to the economic depression Ethiopia suffered during 1984 drought time , currently other sectors of the economy are in a process of completely shuting down their activities with PM Abiy Ahmed constantly asking debt forgiveness from the international lenders making it highly unlikely for many international lenders deciding to give additional loans to support Ethiopia’s fight against the CoronaVirus charity activities, because from the intetnational lenders point of view Ethiopia is in a position of enough capacity to easily block the Capital Flight which is flowing to offshore accounts mostly to China .

    For decades until now Ethiopia failed to encourage the agricultural sector , since the early 1970’s the country concentrated in the militarization and in the construction sectors rather than the farming sector of Ethiopia. The very few locally owned Mechanized big scale farms were encouraged to produce products for export purposes rather than for local consumption productions.

    In the recent past during PM Hailemariam Desalegn’s time the few big scale mechanized farmers got more discouraged by the Ethiopian Commodity Exchange (ECX) .

    ECX ordered a Command Economy type of rule ordering some of the few big scale farmers to sell their products to ECX only for a very low price set by ECX without putting the actual cost of production into an account , which got many farmers file for bankruptcy because the price ECX was paying to the farmers for their products was too low to maintain productions . Now the country’s farms are on a verge of major locust infestations suggestung that the civil war fought over food, over grazing fields and over access to health care could only be avoided by turning big scale export farms into local consumption farms, but for the last two years the Ethiopian government purposefully neglected reforming by organizing farmers associations, so now at this time of desperation the data the government can rely on to organize farmers organizations might have come from the fertilizer debt payers data making it less reliable because many farmers resorted into detoxing their farms from the costly fertilizers they were ordered to use by the TPLF dictator the late PM Meles Zenawi .

    Also other regional governmental organizations policy makers were not in favor of encouraging farmers because Amaras were hard working farmers who kept wanting to farm in different regions of Ethiopia, while being robbed by TPLF traveling bandits with their Truck drivers going around per TPLF’s routine order to rob the Amara farmers of their possessions , many farmer associations including the farmer association the late Engineer Simegmew Bekele belonged to were evicted from their farms in Benishangul Gumuz region because they were ethnic Amharas not local ethnicity to the region.

    Many farmers in areas such as Wolqait , Raya , parts of Afar are still being the slaves of TPLF with the Federal Government land management chief Mulatu Teshome announcing not too long ago “Ethiopia’s regional map is the map TPLF drew in the 1990’s” instigating more fights between Fano and the Tigray region officials over Wolqait , over Raya and other ancestoral lands TPLF grabbed illegally .While the Gambella region chased out the TPLF land grabbers the Amara Fano is rendered unable to do the same since Mulatu Teshome and PM Abiy’s governments are saying they will respect the map TPLF drew but continue to construct a state of the art helicopter air accomodating/headquarter building office for the Oromia Security Apparatus right in the heart of Addis Ababa as if Addis Ababa is within Oromia which is worrying some of the banks in Addis Ababa security experts how to defend the banks from being robbed by the helicopter which will be parked on top of them once this Oromia Security Apparatus headquarters helicopter starts to move around in and out of Addis Ababa freely outside of their jurisdiction not to mention the other EAL’s international airport which is currently being built just a minute flight or a stone throw away from the already existing EAL’s Bole International Airport which is a major flight hazard for the air traffic controllers to oversee these two airports air traffic .

    Unlike Querro the majority of Fano and Zerma are students/farmers who make good use of their times while majority of Querros are unemployed vigilantes who are waiting for government handouts to survive. Currently compared to other regions in Ethiopia the Amara region is a region with the best fertilizer debt paying records , the Amara region’s farmers pay back the fertilizer debts almost fully while other regions are barely paying and getting away with it. The brave farmers of the Amara region are not getting the much needed encouraging from the economic policy makers of Ethiopia, the Fano needed to be congratulated for their brave farming culture because the constitution of Ethiopia encourages all ethnicities to cultivate their culture but when it comes to Amaras the reality is nice versa . Many Amara farmers need guns to chase predator animals and to self protect from the predator animals.
    “Dikula” hunting is an age old survival/farming method culture for Amaras. Many Amaras defended their country from the Italy invasion while hunting wild animals for food. Currently Machetes are used for hunting same as guns in many parts of Ethiopia. Disarming Fano where the top Amara region’s Generals were left for dead in a so called Coup attempt is one more signal why Amara region continues to be the poorest region in the world as Al Jazeera documented it very well in 2014 during the former PM Hailemariam Desalgn’s time of leadership . Hailemariam Desalegn ruled Ethiopia between the years 2012 and 2018 where many foreign owned businesses were burnt down causing a huge farmers insurance crisis and other production limitations caused by his economic policies that targeted mostly the Amara farmers .
